Actually, I have no idea what is going on there.
Not only is the ward closed to the general public, even family can not visit now.
For the family members not able to check on their loved ones, this must be terribly difficult.
The staff at the ward is generally good, and they do the difficult, daily tasks of feeding and changing.
But for the families…
Depending on how long this lasts, their loved ones may have deteriorated or passed away while they are kept away.
I can not blame the VA, nor anybody else, really.
Just another dimension of a much larger situation in which lives are tossed around like trash in the wind.
